Haverhill, MA Parking Rules: Overnight Parking (2026)

Section 240-24A imposes a citywide overnight parking limit each winter: no person may allow a vehicle registered in their name, other than one responding to an emergency, to sit parked on any street for longer than one hour between 6:00 p.m. and 6:00 a.m. at any time between November 15 and April 1. Subsection B carves out the residential zoning districts, RH, RL, RM and RU, where alternate-side parking is lawful during those same hours on a rotating schedule: even-numbered sides of the street from November 15, odd-numbered sides starting January 1, even-numbered again from February 1, and odd-numbered again from March 1, each shift beginning at 6:00 p.m.

Subsection C exempts vehicles with license plates beginning 'HP' or 'V' from the restriction, except during active snow removal or plowing. Subsection D lets residents petition the City Council for an alternate parking plan tailored to their own street, granted at the Council's discretion, and Subsection E lists specific street-by-street exemptions, such as the north side of Marble Street being excused from the Subsection A restriction while its south side is excused from the Subsection B alternate-side allowance. Subsection F gives the Director of Public Works and the Chief of Police joint authority to temporarily alter the whole schedule when a snow emergency threatens public health or safety.

Under the general fine schedule in § 240-80, an all-night parking violation is a numbered Group M offense, carrying a base fine of $25, rising to $35 if paid after 21 days and $50 once the violation has been reported to the Registrar of Motor Vehicles.
