York County, VA Parking Rules: Commercial & Oversized Vehicles (2026)

Section 15-48(c)(1) states the county's intent: define vehicle classes and identify areas where parking them must be prohibited to protect pedestrian and vehicular safety, preserve public investment in residential streets, and preserve the character of residential areas, and, in non-residential settings, of industrial or office parks. Section 15-48(c)(2)a defines 'Commercial Vehicle' as any vehicle with a gross vehicle weight of 10,000 pounds or more, or 21 feet or more in length including trailers; any vehicle carrying hazardous materials under the federal Hazardous Materials Transportation Act; heavy construction equipment; and any solid waste collection vehicle, tractor-trailer, dump truck, concrete mixer or towing/recovery vehicle.

Section 15-48(c)(3) then bars parking a covered commercial vehicle on any road, highway or street in the state secondary system within more than 30 listed subdivisions and areas, from Skimino Farms and the Greensprings vicinity to Yorktown itself and dozens of named residential sections. The restriction reaches only the state secondary highway system; it explicitly does not apply to privately owned streets or streets owned by a property owners association within those same areas. Section 15-48(c)(4) lets the Board of Supervisors add new streets or areas only after a public hearing advertised under the state's ordinance-amendment notice requirements, with the proposal coordinated with the Virginia Department of Transportation's Residency Administrator before adoption.
