York County, VA Parking Rules: Loading Zones (2026)

Sec. 24.1-600 requires every structure erected or enlarged, and every use established or expanded, to provide off-street loading spaces along with parking, sized according to the tables in Sec. 24.1-606. Sec. 24.1-605 sets the design standards: loading spaces are counted separately from required parking spaces and cannot be credited toward the parking minimum unless the zoning administrator specifically approves it, based on documentation that loading demand occurs when parking demand is not at its peak. Each loading space must give vehicles enough room to turn and maneuver, and the space plus its aisles and driveways must be built of concrete, asphalt, or another equivalent permanent, dustless surface.

The minimum dimensions are 12 feet by 50 feet with 15 feet of vertical clearance, though the zoning administrator may authorize a shorter space if the applicant documents the typical delivery vehicle traffic for that use. Loading spaces can be worked into an overall parking and circulation layout as long as no required parking space is encroached upon and loading vehicles will not block on-site circulation or adjacent public rights-of-way. Sec. 24.1-601(a) also requires every required loading space to stay available for loading use for as long as the use it serves continues, and Sec. 24.1-601(b) bars reducing existing loading spaces below the required minimum when a use is enlarged unless replacement space is provided elsewhere on the site.
