Section 7.1-15 sits in Article III's Supplemental Regulations alongside the county's other outside-agency gatekeeping rules: § 7.1-13 blocks utility hookups until electrical or gas piping is county-approved, and § 7.1-16 blocks permits for new construction needing wastewater disposal until sewer connection or septic approval is shown. For driveways specifically, subsection (a) makes VDOT permit evidence a precondition to the county issuing any building permit for new construction that requires a culvert pipe. Subsection (b) then closes the loop at the back end of the project: where VDOT approval was conditioned on a permit, the building code official must get documentation that the culvert pipe was actually installed as VDOT required before the certificate of occupancy can be issued.

In practice this means a property owner adding a driveway crossing a county ditch or right-of-way has two checkpoints to clear with the state highway agency, once before the county will start the building permit, and again before the county will sign off on final occupancy, rather than a single filing.
