Royal Oak, MI Parking Rules: Curb Color Rules (2026)

Chapter 115, Parking Citations, was adopted by the City Commission on 11-10-1986 by Ord. No. 86-9 and amended in its entirety on 5-1-2006 by Ord. No. 2006-06. Section 115-3 lists eleven places where a vehicle 'shall not be parked, except if necessary to avoid conflict with other traffic or in compliance with the law or the directions of a police officer or traffic control device,' running from sidewalks (A) and driveways (B) through within 15 feet of a fire hydrant (C), crosswalks (D), safety-zone buffers (E), blocked emergency exits and fire escapes (F, G), posted no-stopping signs (H), reserved handicap spaces (I), and, at subsection J, 'alongside any curb painted yellow.' Subsection K, added 9-12-2016 by Ord.

No. 2016-11, separately bars parking on private property without the owner's consent. Section 115-2 lets the Director of Public Safety, acting under MCLA § 257.742(6), appoint nonpolice employees of affected private property owners to issue and serve citations for § 115-3 violations on that property. A vehicle that racks up more than six unpaid parking violation notices or citations can be impounded by the Police Department under § 115-4, following the towing procedure in MCLA § 257.252b. Section 115-6 sets the penalty structure: any violation of the chapter is a civil infraction, with fines and costs set by the Chief Judge of the 44th District Court under MCLA § 257.907, rather than a fixed dollar figure printed in the ordinance itself.
