Section 17-106 sets a general rule that no person shall stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or when complying with law or an officer's, police aide's, or traffic-control device's direction, in any of nineteen listed places. Item 1 is the red-curb rule: parking is barred wherever prohibited by official signs or where the curb itself is painted red, without any separate signage being required once the paint is down. The City uses this marking along fire lanes, loading areas, and other locations where standing traffic creates a hazard, and it functions independently of the sign-based prohibitions elsewhere in the same list, such as bus stops, crosswalks, and fire hydrant zones.

Enforcement runs through Section 17-104: any City employee authorized to issue notices of violation, meaning police officers, police aides, and parking control checkers, records the date, time, and location of the violation and the vehicle's state license number, then attaches a written notice of violation to the vehicle describing the code provision violated. The notice does not need to be personally served since attaching it to the vehicle satisfies the requirement. It tells the owner the base penalty fee and warns that failing to pay within 30 days can lead to a summons and complaint filed in city court, and that unpaid civil sanctions can escalate under Section 17-2(c) to a request that the state suspend the owner's driving privileges.
