Scottsdale, AZ Parking Rules: Preferential Parking Districts (2026)

Section 17-117, "Permit parking zones," gives the City of Scottsdale authority to determine where permit parking zones will be located and to install and maintain the signs and pavement markings needed to mark them. Once a zone is designated and posted, no person may park a vehicle there unless a permit issued by the city manager, or the city manager's designee, is displayed in a clearly visible manner. The section does not itself list eligibility criteria, application fees or the boundaries of any particular zone, which the city manager's office sets administratively for each designated area, and posted signage on each block is what actually triggers the display requirement.

The rule traces to the 1972 Code Section 11-917 and was last amended by Ordinance No. 3609 in 2005 to update the responsible official from a named department head to "the city manager, or the city manager's designee," reflecting a broader reorganization of parking enforcement duties across chapter 17. Enforcement uses the same notice-of-violation procedure as the rest of the parking article: an officer, police aide, or other city employee authorized in writing by the chief of police tags a vehicle parked in a permit zone without a visible permit, and the owner of record is presumed responsible for the citation under Section 17-102.
