Glendale, AZ Parking Rules: Curb Color Rules (2026)

Glendale City Code § 24-35 flatly bars any person from painting or defacing a curb, sidewalk, street, highway, or freeway within city jurisdiction unless the city traffic engineer has authorized it. This sits inside Chapter 24's administration article alongside the traffic engineer's other core authority: § 24-33 lets the engineer mark crosswalks and safety zones, and § 24-34 lets the engineer mark traffic lanes, so curb and pavement markings are treated as an engineering function reserved to that office rather than something a resident, contractor, or business can do on their own initiative.

The only built-in exception in § 24-35 covers painting house or building numbers on a curb surface, and only if the person has already complied with whatever separate city resolution or ordinance governs house-number painting programs; that exception does not extend to painting curbs red, yellow, or any other color to mark private no-parking zones or driveway aprons. The rule dates to Ordinance No. 1392 (1985) and has not been amended since. Because the statute names no dedicated penalty, enforcement falls back on Glendale's general penalty clause.
