Arizona Revised Statutes section 28-873 lets Maricopa County paint curbs to mark parking restrictions but does not lock in color meanings. The county Department of Transportation uses red for no parking, yellow for loading, white for passenger pickup, and blue for accessible spaces.
ARS section 28-873 authorizes any local authority, including the Maricopa County Board of Supervisors and Maricopa County Department of Transportation (MCDOT), to designate parking restrictions by signs or curb markings on county-maintained roads. Arizona has no statewide curb color statute, so the county follows the convention used statewide and adopted by Phoenix and Mesa: red curbs prohibit stopping, yellow curbs allow active loading and unloading only, white curbs permit passenger pickup or drop-off no longer than three minutes, and blue curbs reserve disabled parking with a state-issued placard. Markings must be paired with R7 or R28 series signs to be enforceable. Private parties may not paint a public curb without an MCDOT encroachment permit.
Parking against a posted red, yellow, white, or blue curb violates ARS section 28-873(B) and is subject to a Maricopa County Sheriff or MCSO civil traffic citation up to two hundred fifty dollars, plus tow under ARS 28-872.
