Table 4-3 attaches standard (1) to the single-family and multi-family residential rows, so the rule reaches ordinary homes and apartment sites.

The table sets the space counts that go with it. Single-family residential needs 2 spaces per dwelling unit on the same lot as the dwelling unit. Multi-family residential needs 1 space per dwelling unit for a studio, 1.5 for a 1 bedroom and 2 for 2 or more bedrooms, within 300 feet of the principal use. Mobile home parks need 1 space per homesite within 200 feet of the homesite.

Section 12-431 supplies the geometry. Required parking spaces are exclusive of drives and access lanes, each space needs adequate ingress and egress, and a space is no less than two hundred (200) square feet in area. When a lot is laid out with driveways and aisles, 250 square feet per parking space is used to determine the gross area. The required front yard itself comes from the street setback figures in the dimensional tables, which print 25 feet as the minimum street setback in each of the five rural zones in section 12-411.

The Planning Director administers these standards, and under section 12-130 A cannot issue a permit unless the intended uses of buildings and land conform in all respects with Title 12.

Violations & Fines

A boat, camper or car stored past 48 hours in the required front yard, or on a different lot than the use it serves, violates Title 12. Section 12-132 makes a violation a misdemeanor punishable by up to six months in county jail, a fine not exceeding $1,000, or both, with each day a separate offense and investigation and abatement costs recoverable. Complaints go in writing to the Planning Department under section 12-131.
