A driveway or parking area only qualifies for the exception if it was "constructed and installed in compliance with applicable City ordinances," so an informally graded gravel or grass parking strip in the front yard does not exempt the owner even if vehicles never touch the lawn itself; the surface has to be an approved, ordinance-compliant installation, and it still cannot come within three feet of the interior sidewalk line. The duty runs to the owner of the premises, not just the vehicle's driver, which is why enforcement is filed against the property owner of record.
