Paved surfaces are generally required for vehicle parking on private property. PCC 29.40 prohibits parking vehicles on unpaved areas in front yards. No vehicle may block a driveway, alley, or fire hydrant on public streets (PCC 16.20.120). Driveways that access the public right-of-way require a driveway approach permit from Portland Bureau of Transportation.
