Portland City Code Chapter 16.20 governs on-street parking citywide. Most residential streets have no time limit but require Area Parking Permits in 19 designated zones (Zone A through Zone V). Downtown metered parking runs Monday-Saturday 8am-7pm. Vehicles may not park more than 24 hours in the same on-street location under PCC 16.20.120.
Under PCC 16.20.120, no vehicle may park continuously in the same on-street space for more than 24 hours without being moved, regardless of whether the area is metered. Metered parking under PCC 16.20.430 operates in the Central City and select inner-eastside business districts, generally Monday through Saturday 8:00 a.m. to 7:00 p.m., with rates set administratively (currently $2.00/hour Central City core, lower in outer districts). On Sundays and major holidays meters are free. Area Parking Permit Programs (APPP) under PCC 16.20.450 cover 19 residential neighborhoods adjacent to commercial corridors, hospitals, and Portland State University β residents purchase annual permits ($75-$100), and non-permit visitors face time limits (typically 2 hours). Tow-away zones, no-parking zones, street-sweeping signage, and night-parking restrictions on Designated Truck Streets (PCC 16.20.130) are posted on signs and strictly enforced. RVs and vehicles over 22 feet may not park overnight (10pm-6am) on most residential streets. ADA-placard parking is free and exempt from time limits at metered spaces under ORS 811.602. Disability of Code 'Diamond' placards (commercial loading) is restricted to commercial vehicles. Snow emergencies and special events may trigger temporary parking bans declared by PBOT.
Standard parking citation: $65 (PCC 16.20.110). Overtime in a permit zone: $65. Tow-away zone or fire-lane violation: $115 + tow. Parking in an ADA space without a placard: $190 (ORS 811.620). 24-hour rule violation may trigger both a citation and a tow under PCC 16.30. Unpaid citations after 30 days double and can lead to immobilization (booting).
