Cook County has launched the Electric Vehicle Charging Stations Program with $5.5 million in funding administered by the Department of Environment and Sustainability and Bureau of Asset Management. The Illinois Electric Vehicle Charging Act (765 ILCS 1085), effective January 1, 2022, prohibits HOAs and condo associations from unreasonably restricting EV charger installation. Residential EV charger installation in unincorporated Cook County requires an electrical permit from the Department of Building and Zoning. Level 1 charging (standard 120V outlet) does not typically require a permit. Level 2 charging (240V) requires an electrical permit and must be installed by a licensed electrician per the National Electrical Code. Cook County's building code (Chapter 102) governs electrical work standards.
