Chesapeake, VA Parking Rules: Loading Zones (2026)

City Code Sec. 74-253 limits curb loading zones to vehicles "actually engaged" in the "expeditious unloading and delivery or pickup and loading of materials" while the zone's posted hours are in effect; parking there for any other purpose or length of time is prohibited even if the space is otherwise empty. Delivery vehicles other than regular delivery trucks must display the owner's or company's name in letters at least three inches high on both sides of the vehicle to use the zone legally. A passenger vehicle driver may stop temporarily in a marked loading zone only while actively loading or unloading passengers or bundles, and only if the stop does not interfere with a materials-delivery vehicle waiting to use the space, per subsection (2).

Enforcement runs through the general parking-violation procedure in Sec. 74-255: an officer tags the vehicle with a notice that the driver owes a fine, and violators can either pay or contest the notice in person at the police department's central records office within five calendar days of the notice being issued or attached to the vehicle. If neither payment nor a contest is received in time, Sec. 74-256 requires the city to mail the violator a "Law Enforcement Notice" (printed in 14-point type on the envelope) giving five more days to pay before a court summons issues.

Under Sec. 2-756, proof the vehicle was registered to the defendant at the time of the violation creates a prima facie presumption that the registered owner was the one who parked it.
