Kauai County, HI Parking Rules: Loading Zones (2026)

Section 16-11.1(a) confines a marked passenger curb loading zone to the 'expeditious loading or unloading of passengers,' capped at three minutes, during the hours the zone's regulations are in effect. Subsection (b) gives freight curb zones a wider window, 7:00 a.m. to 4:00 p.m. Monday through Saturday excluding holidays, but caps any single stop at thirty minutes for loading, unloading, delivery or pickup of freight. Subsection (c) requires that wherever curb markings are used to mark a loading zone, they must be painted yellow, and (d) gives the County Council authority to establish, mark, relocate or abolish loading zones where there is an apparent need.

A related provision, § 16-11.2, layers on a further limit: where official signs are posted, a vehicle cannot sit longer than reasonably necessary to load or unload freight during the posted hours, except on Sundays, public holidays and Saturday afternoons.
