(a)The city traffic engineer shall determine the location of loading zones and shall determine the hours when the provisions of subsection (c) of this section shall be applicable, all subject to the approval of the city manager.(b)The city traffic engineer shall mark loading zones by placing and maintaining suitable signs or markings...(c)It shall be unlawful for the operator of any vehicle to stop, stand or park such vehicle in any place marked as a loading zone, other than for the expeditious loading of passengers, and in no case for a period longer than three minutes, or for the unloading and delivery or pickup and loading of materials; and in no case shall the stop for loading and for unloading of materials exceed 30 minutes.(d)...it shall be unlawful for the operator of any such vehicle to stop on any street in the area bounded by Jackson Street, Glendale Avenue, Kumpf Boulevard and the Illinois River for the temporary loading or unloading of merchandise or materials during the hours from 3:00 p.m. to 6:00 p.m. on Mondays, Tuesdays, Wednesdays, Thursdays and Fridays.
