Port Orange, FL Parking Rules: Loading Zones (2026)

Port Orange's Code of Ordinances treats passenger and freight curb-loading zones as separate rules. Section 70-45 governs passenger curb-loading zones: no one may stop, stand or park a vehicle there for any purpose except the expeditious loading or unloading of passengers, and only during the hours the zone's regulations are in effect, capped at five minutes. Section 70-46 governs freight curb-loading zones: parking there for anything other than the expeditious unloading, delivery, pickup or loading of materials is prohibited during the zone's effective hours, and the loading or unloading of materials itself cannot exceed 30 minutes.

A driver may still stop briefly in a freight zone to load or unload passengers, but only if doing so does not interfere with a vehicle waiting to enter, or about to enter, the zone to handle materials. Both restrictions run off signed effective hours the city posts at the curb; outside those hours, the loading-zone limits do not apply. The rules sit within chapter 70, article II of the Code, alongside the city's general parking-prohibition and fire-lane sections, and share the same enforcement path: citation under section 70-33 or the general penalty in section 1-8.

Neither section limits who may use the zone during the time restriction beyond the stated loading purpose, so a vehicle simply waiting or parked for any other reason is out of compliance the moment it exceeds the purpose or time cap.
