(2) By a delivery company, while actively delivering or picking up goods from an establishment, reasonably distanced from the loading zone location: (a) For no more than 15 minutes from the time the vehicle has been parked, unless permission has been given specifically for an occurrence in which the vehicle can be parked no longer than 30 minutes.
