Section 265-43, amended 3-11-2015 by Ord. No. 3461, gives the Village Manager, acting with the Village Office of Emergency Management and the Chief of Police, sole authority to designate "No Parking Areas" for any emergency condition, applicable Village-wide or to specific streets, with no vehicle permitted on either side of the affected streets until the emergency ends (Sec. 265-43A). For a snow or ice incident specifically, the ban stays in force until the streets have been plowed sufficiently that parked cars will not interfere with the normal flow of traffic, rather than for a fixed number of hours (Sec.

265-43B). The Chief of Police, or the ranking officer in his absence, is authorized to declare the emergency and direct the posting of temporary emergency no-parking signs, with notice given to owners of vehicles already parked before the signs go up (Sec. 265-44). Any unoccupied vehicle left in a designated no-parking area is deemed a nuisance and a menace to traffic, and any peace officer may have it towed, with the owner responsible for reasonable removal and storage costs before reclaiming it (Sec. 265-45). A related overnight parking permit rule for Village lots separately provides that during ice/snow season, surface lots are assumed posted "No Parking" when needed for plowing, with the Hudson Street Garage second level available to overnight permit holders instead, and owners of vehicles towed for ice/snow maintenance bear all removal and storage costs (Sec. 265-36B(5), (6)).
