Rochester, NY Parking Rules: Loading Zones (2026)

City Code § 111-18 restricts marked loading zones to their designated purpose: no person may stop, stand or park a vehicle there for any purpose or length of time other than the expeditious unloading and delivery, or pickup and loading, of materials, and only during the hours when the loading zone provisions are in effect. Related § 111-19 governs the similarly restricted taxicab stands and bus stops in the Central Traffic District, allowing brief stops elsewhere only while actually loading or unloading passengers. Loading zones themselves are designated by the Traffic Control Board, the body established under § 111-83 with authority to regulate on-street traffic and parking citywide, and are marked by signs or curb markings that also set the hours the loading-only rule applies; outside those posted hours, ordinary parking rules for that street resume.

The rule works together with § 111-92 in Article II, which allows metered or paystation spaces to be used briefly for loading or unloading merchandise or passengers, done as expeditiously as reasonably possible, but does not authorize using a metered space to bypass posted loading-only or no-standing rules. Downtown, § 111-24 separately protects other curb uses, such as bike lanes and hydrant zones, from being treated as informal loading areas. Because loading zones are a scarce curb resource on commercial streets, the Traffic Control Board sets the specific hours and locations by resolution rather than through a fixed citywide schedule, so drivers must check the posted sign for the applicable hours at a given zone.
