Rochester, NY Parking Rules: Overnight Parking (2026)

City Code § 111-16 provides that the driver of a vehicle shall not park it, and the owner shall not permit it to be parked, for more than 12 hours without being moved on any city street, unless alternate parking regulations for that block allow a different maximum. This is the general overnight rule: it applies citywide unless signs establish a different schedule for a specific block, and it is separate from the six-hour cap on trucks and commercial vehicles in § 111-17. The only statutory exception is for vehicles parked in a designated residential space in the Corn Hill Neighborhood under § 111-81, displaying a valid Corn Hill residential parking permit; those vehicles are exempt from the twelve-hour clock.

That exemption itself drops away, however, once the Commissioner of Environmental Services determines that at least three inches of snow has fallen in the city within the prior 24 hours, at which point the twelve-hour restriction applies even to permitted Corn Hill vehicles, tying the overnight rule to the city's snow-emergency parking bans. The section was last amended in 2014 (Ord. No. 2014-196) to add the Corn Hill carve-out and its snowfall exception; earlier amendments date to 1958 and 1984. Enforcement is citywide and does not require a posted sign on every block because the rule applies by default to all streets absent an alternate posted schedule.
