Rochester, NY Parking Rules: Street Parking Limits (2026)

City Code § 111-14 makes it unlawful to stop, stand or park in violation of the article or of Traffic Control Board signs. Section 111-15(A) bars parking on a two-way street in a way that blocks free passage of two ordinary vehicles side by side, except for brief passenger loading or when directed by an officer or signal; on a one-way street, § 111-15(B) requires leaving room for a single line of moving traffic. Section 111-23 lists specific no-parking zones: within five feet of a public or private driveway (Subsection B), on a sidewalk or between curb and sidewalk (A), inside an intersection except opposite a T-intersection (C), on a crosswalk (D), within 15 feet of a fire hydrant (I, added 2013), within 30 feet of a stop or yield sign (J), and on a railroad crossing (L).

Subsections Q through S require legally parked vehicles to sit within 12 inches of the curb, parallel to it, facing the direction of authorized travel on that side of the roadway, unless angle parking is posted, in which case Subsection V governs back-in angle spaces. Section 111-24, added in 2013, layers on additional no-standing zones within 50 feet of a railroad crossing, 20 feet of a crosswalk, 20 feet of a fire station driveway (75 feet on the opposite side), over a lowered curb cut, or in a bike lane or cycle track (added 2019).

None of these bars apply when a vehicle stops briefly to avoid conflicting traffic, in compliance with an officer's direction, or, for driveways and crosswalks, while actually loading or unloading passengers.
