West Sacramento Municipal Code § 10.34.010 requires anyone operating a shared micromobility business, dockless e-scooters or e-bikes, to hold a valid operations permit issued under Chapter 5.30 of the city code, and those permits remain city property and cannot be transferred between operators. Section 10.34.030 separately governs where the devices themselves may sit once dropped off: no person may park a micromobility device in a position that obstructs the normal movement of traffic or prohibits free use of the street and sidewalk, giving code enforcement a direct curb-management tool distinct from the operator-level permit. Riding on sidewalks is also barred under § 10.34.020, consistent with Vehicle Code § 407.5. These rules apply only within West Sacramento, Yolo County, not across the river in the City of Sacramento.
