West Sacramento, CA Parking Rules: Preferential Parking Districts (2026)

Under West Sacramento Municipal Code § 10.44.010, the city council may establish preferential permit parking to curb long-term parking by nonresidents that threatens neighborhood health, safety and commerce, acting under Vehicle Code § 22507 and Article XI, Section 7 of the California Constitution. Section 10.44.040 lets the council designate, modify or delete a preferential parking area by resolution, and that resolution must set the district's boundaries, applicable parking regulations and any permit fees. Residents inside a designated area, along with visitor and temporary permit holders, are then exempt from the district's time-limit parking rules, while commuter and other nonresident vehicles must obtain a nonresident permit where the council has authorized one. The program applies only within West Sacramento, Yolo County.
