Arlington County, VA Parking Rules: Preferential Parking Districts (2026)

2-98. 2-99, the County Manager or designee may restrict parking on the streets of a residential district, or discrete portion of one, only after a parking occupancy study shows vehicles actually occupy more than eighty-five percent (85%) of the available on-street spaces during the hours proposed for restriction; block faces with a ground-floor commercial or retail use in RPP-eligible housing are exempt. 2-100 caps a zone's diameter at one-half mile to prevent cross-commuting and lets boundaries already in place as of the Article's April 1, 2021 effective date stay grandfathered.

2-101 sets who qualifies: resident households, including accessory dwelling unit households, get up to two permits if off-street parking is appurtenant to the home or up to four if it is not, plus up to 365 electronic visitor day-passes and five short-term visitor pass books valid up to 365 days each; non-resident property owners get one landlord pass; group-home and school employees, health and social-service workers, and construction contractors working on a job site each qualify for a pass category under subsections C through F.

2-102 sets the fee schedule: a first vehicle-specific permit costs $40, a second $55, a third $65, and a fourth $150, with FlexPasses, landlord passes and school-staff permits each $40 and a 50% discount for federal, state or County low-income assistance recipients. 2-103 is valid for more than one year.
