It shall be unlawful for any person to park or allow to be parked on any property under his/her control any vehicle, including recreational or special vehicles, as defined herein, on any portion of a lot in any single-family, attached or detached, or two-family zoned district, except by compliance with the following:(1)No special vehicle or recreational vehicle may be parked or stored on public streets, easements, or rights-of-way, except as stated in chapter 15 - Traffic and Vehicles, section 15-133 - Parking buses, recreational vehicles, trailers, etc., on public streets, of this Code.(2)No part of a special vehicle or recreational vehicle may extend over a public right-of-way.(3)No special vehicle, recreational vehicle, or other vehicle stored on a single-family, attached or detached, or two-family zoned district lot, may be used for housekeeping, living, sleeping quarters, storage or office use....(7)Special vehicles, recreational vehicles and vehicles in excess of 22 feet in length shall be stored behind the required front yard.

Sec. 15-134 defines a 'special vehicle' as any camper, travel trailer, mobile home or trailer coach, bus, boat, or other special or recreational vehicle, and regulates where these may be parked or stored on lots in any single-family, attached or detached, or two-family zoned district. Subsection (b)(1) bars parking or storing a special or recreational vehicle on public streets, easements, or rights-of-way, except as separately allowed for short-term loading or unloading under Sec. 15-133. On the owner's own property, subsection (b)(6) requires special vehicles to sit on an all-weather parking surface pad with a distinguishable border, and subsection (b)(7) requires that special vehicles and any vehicle exceeding 22 feet in length be stored behind the required front yard rather than in front of the home. The same section also requires wheel stops or other securing measures, compliance with state abandoned-vehicle registration law, and a minimum ten-foot setback from the main structure for oversized vehicles.
Violations & Fines
A special or recreational vehicle parked or stored in violation of Sec. 15-134 is subject to the city's general Code penalty in Sec. 1-15: a fine of up to $500.00 for each offense, with every day the violation continues treated as a separate offense. Because Sec. 15-134(b)(1) forbids street storage of these vehicles entirely, a vehicle left on a public street, easement or right-of-way can also be declared a nuisance and impounded under Sec. 15-102.
