In unincorporated San Bernardino County, residential parking is governed by the County Development Code rather than a dedicated RV ordinance. Parking is not allowed in the front-yard setback except in the driveway, and required parking areas cannot be used to store boats, campers or trailers. RVs may not be occupied as dwellings.
San Bernardino County does not maintain a single 'RV and boat' ordinance for its unincorporated areas. Instead, recreational-vehicle, boat and trailer parking is shaped by the County Development Code (Title 8). Development Code Section 83.11.030(a) (General Parking Provisions) states that 'Parking shall not be allowed in the front yard setback other than in the driveway for a single-family residential use,' which limits where an RV or boat can sit on a residential lot. Section 83.11.030(g) further provides that required off-street parking areas 'shall not be used for the sale, lease, display, repair, or storage of vehicles, trailers, boats, campers, mobile homes, merchandise, or equipment.' Living in or camping in an RV or temporary structure on residential property is separately restricted: Development Code Section 84.25.070 limits occupancy of recreational cabins and temporary structures used for camping, generally allowing only short stays on large rural parcels in the RC, AG and RL zones. On public streets, an RV or boat trailer is subject to the County's 72-hour street-storage limit (County Code Section 52.0119) and California Vehicle Code parking rules. Standards vary by region (Valley, Mountain, Desert) and zoning district, so owners should confirm setbacks for their parcel with County Land Use Services.
RVs, boats and trailers stored in the front-yard setback (outside the driveway), or stored in required off-street parking areas, can be cited as Development Code violations enforced by County Land Use Services Code Enforcement. Occupying an RV or temporary structure as a residence outside the narrow camping allowances of Section 84.25.070 is also a violation. Vehicles or trailers left on a public street more than 72 hours may be tagged and removed under County Code Section 52.0119 and the California Vehicle Code.
