East Orange, NJ Parking Rules: Snow Removal Parking Rules (2026)

East Orange City Code Section 260-37 gives the Mayor, in conference with the Director of Public Works, authority to declare a citywide snow emergency once accumulation covers the street or highway. Once declared, no vehicle may stand, stop or park on any street or section where temporary "Emergency No Parking" signs have been posted, with narrow carve-outs for picking up or discharging passengers or delivering essential merchandise. The ban on a given street lifts only after that street has been plowed curb to curb; on streets that remain unplowed, the prohibition is presumed to continue wherever signs have been placed showing the City is engaged in or about to begin snow removal.

Separately, Subsection B designates dozens of named corridors, including Ashland Avenue, Dodd Street, North Arlington Avenue, Prospect Street and South Arlington Avenue, as permanent snow emergency routes: the moment snow accumulation covers the roadway, parking is barred on these routes with no separate declaration required, and the ban stays in force after the snowfall stops until plowing clears enough width that parked cars will not interfere with the normal flow of traffic. Violations of Chapter 260 fall under the general penalty in Section 260-12: a fine of not more than $54 or imprisonment of up to 15 days, or both, unless a specific New Jersey statute sets a different penalty, plus a $50 Emergency Medical Technical Training Fund surcharge and $50 in court costs added under Section 260-12.1.

Vehicles blocking plowing operations are also exposed to towing and impoundment under the separate Section 260-38 provision. The East Orange Police Department and Department of Public Works jointly administer enforcement, posting signs and ticketing or towing noncompliant vehicles.
