Section 7.13.F lets the Director of Public Works, or in their absence the City Administrator or Director of Engineering, declare a snow emergency for up to 72-hour periods when snow, ice, or sleet create hazardous conditions. Two categories of streets are affected: "Snow Emergency Streets," triggered when 2 inches of snow or sleet accumulate in 24 hours at the Street Department Garage, and "Narrow Snow Emergency Streets," triggered at 4 inches, both individually listed and marked with signage under Section 7.13.F.2. Once declared, notice must go to local news media and the Fire and Police Departments at least two hours before enforcement begins.

During the emergency, Section 7.13.F.4 bars any motor vehicle, trailer, semitrailer, or mobile home from parking, stopping, or standing unattended on any posted Snow Emergency Street at any time, and on any other City street once the emergency notice has been given. Vehicles in violation may be towed at the owner's expense by City vehicles or licensed towers, who hold a mechanic's lien for towing and storage charges under Section 7.13.F.5. A narrow exception in Section 7.13.F.7 allows a State-licensed health care professional providing home care to park in a restricted area for up to 30 minutes while displaying a Police Department-issued card.

The Director of Public Works, City Engineer, or Chief of Police may terminate the emergency early under Section 7.13.F.6. Separately, Section 7.13.G bars anyone from shoveling, blowing, or plowing snow into any public street, highway, or alley right-of-way.
