The Mayor may prohibit or restrict parking on either tier whenever falling snow, sleet, freezing rain, or a National Weather Service forecast of the same makes it necessary to expedite traffic and clear streets. Beyond a discretionary declaration, the ordinance builds in an automatic trigger: a parking prohibition takes effect automatically on any signed primary route once six inches or more of snow and ice has accumulated, without waiting for a mayoral announcement.
