City Code section 7-1-1.E creates a parking ban that runs separately from the ordinary 48-hour street limit. It is unlawful to 'park or leave a vehicle on any street during any snowstorm,' and the restriction does not end when the snow stops: no vehicle may be parked on the street 'within forty-eight (48) hours after the end of such storm or when there is an accumulation of snow or ice of one (1) inch or more on the traveled way.' The section gives the Mayor or a designee authority to extend the restriction 'beyond forty-eight (48) hours,' so a heavy storm can keep streets clear of parked cars longer than the standard two-day window.

Enforcement mirrors the rest of section 7-1-1: any police officer who finds a vehicle on a street in violation 'is authorized to have the vehicle removed at the expense of the registered owner,' and that registered owner is 'prima facie responsible for such violation and liable for payment of the applicable fee' regardless of who actually parked the car. The fee itself is set annually in the city's civil fines schedule and applies on top of towing and storage costs, with a separate infraction charged for each day the vehicle remains parked in violation. The section was most recently amended by Ordinance 52-2025 on August 26, 2025.
