Utah Code §41-6a-1405 through §41-6a-1409 set the statewide abandoned vehicle framework used by Utah County cities. A vehicle left on a public street more than 48 hours, or one that appears inoperable (flat tires, no plates, missing parts), can be tagged by Provo Parking Enforcement or Orem code officers. Provo Code §9.45.100 requires a 72-hour notice tag before towing; Orem Code §10-5-11 uses a similar process. On private property, Utah County Land Use Ordinance §3-3 requires inoperable or unregistered vehicles to be stored inside a garage or behind a solid 6-foot screen fence — junked vehicles visible from the public right-of-way are a code-enforceable nuisance under Utah Code §10-11-1 (municipal) and §17-50-313 (county). Vehicles under active repair with a valid Utah dealer/repairer plate are exempt. Towed vehicles are processed through Utah's impound system via UCC §41-1a-1101.
