Under EMC 10.20.020, no vehicle or trailer may be parked on a city street for more than 72 hours (three days). EMC 10.20.180 requires vehicles to park within 18 inches of the right-hand curb. Moving a vehicle within 500 feet to evade the 72-hour limit is separately prohibited.
Street parking in Eastvale is governed by the city's own parking chapter, EMC Chapter 10.20. EMC 10.20.020(a) provides that, except as otherwise allowed, no person shall park or leave standing any vehicle or trailer on any city highway for a period in excess of three days. EMC 10.20.020(b) adds an anti-circumvention rule: once enforcement personnel tag a vehicle or trailer for a possible 72-hour violation, it may not then be parked at another location within a 500-foot radius of the original spot with the intent to evade the 72-hour limit and use city roads as storage. The city's neighborhood preservation standards echo this, stating in EMC 120.05.080(d)(2)(a) that no vehicle shall be parked on a public street for more than 72 consecutive hours within a radius of 500 yards, subject to citation and removal as provided by state law. EMC 10.20.180 governs how to park at the curb: a vehicle on a roadway with adjacent curbs must be stopped or parked with its right-hand wheels parallel to and within 18 inches of the right-hand curb, with a narrow exception for motorcycles and for certain commercial loading under Vehicle Code 22502(b). Street sweeping parking restrictions may also apply once a sweeping schedule and notice are established.
Leaving a vehicle or trailer on a city street beyond 72 hours, shuffling it within 500 feet to dodge that limit, or parking more than 18 inches from the curb violates EMC 10.20.020 and 10.20.180. Over-time vehicles are subject to tagging, citation, and removal under California Vehicle Code 22651.
