Eastvale establishes loading zones through EMC 10.20.080. The city council or its designee may create loading and passenger loading zones after completing an engineering study and field review documenting the need, and the zones are then marked with signs and colored curb markings. The code defines the color scheme: red means no stopping, standing, or parking at any time, except a bus may stop to load or unload passengers in a red zone marked as a bus loading zone, and a red zone marked as a taxi zone allows stopping exclusively for taxicabs. Yellow means no stopping, standing, or parking between 7:00 a.m. and 6:00 p.m. on any day except Sunday and holidays for any purpose other than loading or unloading, with passenger loading limited to five minutes and material loading to 20 minutes. White means no stopping except as long as necessary to load or unload passengers or to deposit or pick up mail at an adjacent mailbox. Green means stopping, standing, or parking is allowed for the time limit posted on signs or stenciled on the curb. A separate provision, EMC 10.20.190 (adopted 2024), prohibits stopping, parking, or leaving a vehicle alongside curb space authorized for loading and unloading passengers of a transit bus when marked by a sign or red paint, except as allowed under Vehicle Code 22500.5. The city also designates fire lanes under EMC 10.20.200.
Parking or stopping in a posted loading zone contrary to its color designation, exceeding the five-minute passenger or 20-minute material loading limits in a yellow zone, or blocking a marked bus loading curb violates EMC 10.20.080 and 10.20.190 and is subject to citation by city code enforcement.
