Highland, CA Parking Rules: Street Parking Limits (2026)

Chapter 12.07 of the Highland Municipal Code, Stopping, Standing or Parking in Specified Places, starts with who draws the lines. Under § 12.07.010(A) the city traffic engineer is authorized by the city council, subject to city council notification, to determine the location of no stopping zones and no parking areas in the City of Highland. The engineer must maintain signs or markings that state the hours during which the chapter and the California Vehicle Code apply, which means a zone can be tied to posted hours rather than applying around the clock. Subsection B fixes the marking: red paint upon the top of all curbs in the zone or area, or signing. A sign alone is enough to create the restriction where no paint is applied.

The rest of the chapter supplies the companion rules. Section 12.07.020 limits any vehicle on a publicly maintained street, alley or other place open for vehicular travel to 72 consecutive hours unless it is moved more than one-quarter of a mile (1,320 feet). Section 12.07.030 limits mobile billboard advertising displays and advertising signs on parked motor vehicles to one hour (60 minutes) unless moved one mile. Section 12.07.040 authorizes city and police department employees designated in writing by the city manager and or the police chief to remove vehicles illegally parked on public streets, highways, off-street parking facilities and handicapped parking spaces, under Vehicle Code Sections 22651, 22651.3 and 22652.

Blocking a driveway is addressed by § 12.07.050(B): a person shall not park in any private driveway, or on any public or private property other than a highway or public street, without the permission of the owner or person in lawful possession. A property owner who tows under that section must post a sign at least 17 inches by 22 inches with lettering at least one inch in height showing the telephone number of the San Bernardino County Sheriff's Department, Highland Station, and must notify Highland Station within one hour prior to the removal.
