Highland, CA Parking Rules: Curb Color Rules (2026)

Chapter 10.12 of the Highland Municipal Code, Handicapped Parking, sets how reserved curb spaces are painted and posted in the City of Highland. Under § 10.12.050(A), blue curb spaces are indicated by blue paint on a curb edge of the paved portion of the street. For further identification the International Symbol of Access can be painted on the blue curb in white, followed by the word ONLY. A sign not less than 17 inches by 22 inches, with lettering not less than one inch in height, must be posted stating two things: that unauthorized vehicles not displaying distinguishing license plates or placards will be issued citations, and that they will be towed away at the owner's expense, with towed vehicles reclaimed by telephoning the police department. All signs are posted at a height of 80 inches from the ground.

Who designates the spaces is set by § 10.12.020: the city traffic engineer, as authorized by the city council, designates special blue curb parking spaces for exclusive on-street use. Section 10.12.010 makes blue curb spaces operative 24 hours a day, Sundays and holidays included, and subjects them to any temporary parking prohibitions established by the city.

Off-street stalls follow their own posting rules in § 10.12.050(B) and (C). Publicly financed facilities need a sign consisting of the International Symbol of Access next to the stall, plus a 17 inch by 22 inch sign at the entrance or next to the reserved stalls with lettering not less than one inch in height. Privately financed facilities need the same symbol sign and a 17 inch by 22 inch tow warning. In both cases the operator can cause removal of a violator's automobile to the nearest public garage only after first contacting the police department, and a sign at the entry of every off-street facility must state that the facility is subject to public traffic regulations and control.

Red curbs are a different color code with a different section: § 12.07.010(B) provides that no stopping zones and no parking areas are indicated by red paint upon the top of the curb or by signing.
