Sec. 42-19(r) prohibits parking any vehicle without a valid license plate in a residential district. The Sec. 42-21 enforcement track is noncriminal traffic infraction; the citation runs 30 days for hearing request or payment, with a $15 delinquency fee added at each notice stage.
