03 sets out prohibited standing and parking places citywide, applying except when necessary to avoid a traffic conflict, to comply with the Traffic Code, or while obeying a police officer or traffic-control device. The list covers blocking a public or private driveway, standing within an intersection, on a crosswalk, within 20 feet of a crosswalk at an intersection, within 30 feet of a stop sign or flashing beacon, within 10 feet of a fire hydrant, within 50 feet of a railroad crossing, within 20 feet of a fire station driveway (75 feet on the opposite side when posted), alongside another parked vehicle, on a bridge or in a tunnel, at any posted no-stopping location, within one foot of another parked vehicle, and in an alley except to load or unload merchandise.

04(c) separately requires vehicles to park facing the direction of travel on that side of the road, the local 'no wrong-way parking' rule, with a narrow exception letting a motorcycle back into an angled or parallel space. 03 subsections, including the driveway-blocking and hydrant violations, on top of the misdemeanor classification.
