Blaine's Property Maintenance Code (BCO 18-301 to 18-343) requires all exterior surfaces be maintained in good condition and flags siding, fascia, or roof that is missing, rotting, or has peeling paint over 20% of one side (10% of all sides combined), plus missing doors, broken windows, and decayed decks. Coon Rapids Property Maintenance enforces similar standards on structures, outdoor storage, and junk. The county only handles blight on unincorporated township land under Minn. Stat. ch. 394.
