Oak Park, IL Property Maintenance: Property Blight (2026)

Oak Park Village Code Article 10 of Chapter 7 (Buildings) declares that protecting public health, safety and welfare through identification, registration and regulation of vacant buildings, and abatement of the public nuisances they create, is Village policy. The Director of Development Customer Services (or designee) evaluates buildings believed unoccupied and issues a written determination; a building meeting any of the article's criteria, including being a "dangerous building" defined as "unsafe" under Chapter 7 Article 13 (the Property Maintenance Code), a foreclosure subject, or vacant more than six months, can be classified vacant.

Once determined vacant, the owner must register within a set window, pay a $500 interior-inspection fee within 30 days of billing, and submit a plan for occupancy, sale or demolition; boarding is capped at three months and total vacancy at two years absent an approved plan. Village real estate transfer stamps are withheld until inspection fees are paid. Failure to register, to have an approved plan within 30 days, or to follow it is a separate violation each day it continues. The Village may pursue injunctive relief, a court-appointed receiver, demolition, condemnation, contracted repairs, or foreclosure of any Village lien, and registration never precludes the Village from demolishing or otherwise acting against a building under other code provisions. Immediate condemnation is authorized without waiting out these procedures when a building poses an imminent danger to occupants or the public.
