GJMC § 12.16.090, titled Duty to clean sidewalks, places the maintenance obligation on whoever controls the property: the owner, the owner's agent, or the occupant of any premises in the City of Grand Junction must maintain the sidewalks adjoining that premises in a condition free from snow, ice, mud, dirt, rubbish and filth. The section then sets a specific numeric deadline for winter weather: any accumulation of snow and ice must be removed from the sidewalk into the street within 24 hours after every snowfall.

Unlike the sidewalk construction rules in GJMC § 12.12.110, this is an ongoing, self-executing duty that applies every time it snows, not something the City Council has to first order. The section traces to the 1994 and 1965 codes, meaning the 24-hour standard has been in place for decades without amendment. Because § 12.16.090 does not carry its own fine, a violation for an uncleared sidewalk is punished under the Title 1 general penalty, GJMC § 1.04.090, which also treats each day the code is violated as a separate offense unless a provision says otherwise, so an unshoveled walk left for multiple days can expose the responsible party to repeated citations.
