' The Code does not set a fixed number of hours after a storm to finish the job, but the duty is continuous and open-ended, meaning a sidewalk left snow-covered for any unreasonable stretch is out of compliance. Section 16-1-6(B), Snow and Ice, then governs what a property owner may do with the snow once it is cleared: it may be placed in the street only if that placement complies with Sections 16-1-3 (no blocking traffic) and 23-2-3(A)(1) & (3), does not obstruct a driver's vision, and does not cover or block access to a fire hydrant, storm drain, sump or inlet.

Snow and ice removed from a parking lot may not be pushed into the street at all; it must stay contained on site. Chapter 16 carries no penalty section specific to sidewalk clearing, so a violation of Section 16-1-6 is enforced through Orem's citywide general penalty, Section 1-1-7, which applies to any Code violation lacking its own specific penalty: a fine of up to $1,000, up to six months imprisonment, or both, with each day the violation continues charged as a new, separate offense.
