12 makes it unlawful to solicit in an aggressive or intrusive manner in any public place, and separately bans solicitation of any kind, aggressive or not, in specific high-risk locations. Solicitation is barred within twenty-five feet of a financial institution or ATM (except an in-store ATM approached from outside the supermarket), within thirty-five feet of a driveway serving a shopping center or business, from drivers or occupants of vehicles on the public right-of-way or stopped at a gas station, in or within thirty-five feet of a public transportation vehicle or stop, in any parking structure at any time, in a public or private parking lot after dark, in outdoor dining areas with seated patrons, within three hundred feet of a school, park, playground or recreation center, and in public restrooms.

"Aggressive" conduct is defined to include touching someone without consent, blocking a person's or vehicle's path, hounding or repeatedly following a person after being refused, and using profane, abusive, threatening or violent language or gestures while soliciting. 48, on-premises sales by a business's own owner or employees, towing or emergency vehicle repair services, and charity solicitation by police, fire or public safety personnel who file an application with the chief at least ten business days ahead, including dates, times, locations, manner of solicitation and proof of a one-million-dollar liability policy.
