Glynn County, GA Public Conduct: Aggressive Panhandling (2026)

Article II of the county's Pedestrian and Vehicle Safety Ordinance regulates the time, place and manner of solicitation in unincorporated Glynn County, defined in Section 2-33-8 to cover any request for an immediate donation of money or thing of value, including requests framed as employment, business, contributions or sale of goods where a reasonable person would see the purchase as a donation. Section 2-33-10 bans soliciting for money or anything of value in any public area of the unincorporated county at all, and separately bars soliciting on private property without the owner's permission or after being told not to.

Distance rules layer on top: no soliciting within 30 feet of an ATM, bank, financial institution or check-cashing facility; none within 10 feet of a building entrance or exit; none within 30 feet of an outdoor dining area; and none directed at the operator or a passenger of a motor vehicle while it is being operated or occupied. Soliciting while under the influence of alcohol or a controlled substance is also prohibited. Registered non-profit and charitable organizations that supply proof of exempt status to the Glynn County Finance Department, such as IRS 501(c) letters or Secretary of State articles of incorporation, are exempt once the county issues them credentials that field representatives must carry and produce on demand. The Article does not apply to constitutionally protected activity.
