Section 23-335(a) defines begging as any in-person solicitation for an immediate money donation, including a purchase made for far more than an item's value where a reasonable person would see it as a disguised donation; it excludes passively sitting or standing with a sign without addressing anyone directly. Subsection (b) bans aggressive begging or soliciting money, property, or financial assistance in a public area, listing five aggressive manners: coming within three feet of the person solicited until they indicate a wish to donate, blocking or interfering with someone's path along a sidewalk or street, following a person who walks away, using profane or abusive language during or after a solicitation, or making any statement or gesture a reasonable person would see as a threat.

Subsection (c) separately bars begging at any bus or train stop, inside a transit vehicle or facility, inside a vehicle on a street, or on private property without the owner's or occupant's permission, and subsection (d) bars begging in a public area between sunset and sunrise. Subsection (e) also makes it unlawful to solicit using a knowingly false claim, such as feigning military service, a disability, financial need, or homelessness. This division sits inside Article XII alongside Section 23-326, which separately bans aggressive confrontation to obtain money or property through unwanted physical contact, close-range following, or blocking a person's or vehicle's safe passage.

Enforcement follows Section 23-302: police officers or code enforcement officers cite violators, and each offense is a Class C misdemeanor punishable by up to a $500.00 fine, with each day charged separately.
