Noblesville, IN Public Conduct: Aggressive Panhandling (2026)

Noblesville Code of Ordinances § 131.04, BEGGING PROHIBITED, states that no person shall solicit subsistence, lodging, money, or charity in his own behalf or that of a companion person upon the streets or other public places within the city. The provision traces to Ord. 366, passed January 19, 2014, and sits within Chapter 131, Misdemeanors, alongside the city's sleeping-in-public and undesirable-persons provisions (§§ 131.02 and 131.03). Unlike a targeted 'aggressive panhandling' ordinance that distinguishes coercive solicitation from passive requests, Noblesville's text is a blanket prohibition on soliciting money, subsistence, lodging, or charity on public streets or places, with no carve-out for time, manner, or location.

Enforcement falls to the Noblesville Police Department, which can issue a citation for any solicitation meeting the section's terms. The Ordinance Violations Bureau, established under § 132.01 pursuant to I.C. 33-36-2-1, may also process an admission of violation or accept payment of the resulting fine before the matter reaches the Noblesville City Attorney for formal proceedings.
