Noblesville, IN Public Conduct: Skateboarding Rules (2026)

Section 70.22 of the Noblesville Code of Ordinances, adopted by the Common Council under Ordinance 65-7-89 on August 14, 1989, treats anyone on roller skates, a skateboard, or a coaster the same as a pedestrian for street-crossing purposes only: the device may never travel down a public roadway, it may only cross one. Once on the roadway to cross, the rider takes on every right and every duty a pedestrian has at that crossing, including yielding to vehicles and using marked crosswalks where they exist.

The section sits among the pedestrian-offense provisions of Chapter 70 of the city's traffic title, which the Noblesville Police Department enforces citywide, distinct from any separate sidewalk or skate-park rules that other Hamilton County cities such as Carmel or Fishers may apply. Violators face the general pedestrian-offense penalty set out in § 70.99: a $20 fine payable to the City Court Clerk if paid within seven days of the citation, rising to $30 for eight to 14 days, $50 for 15 to 21 days, $70 for 22 to 28 days, $90 for 29 to 35 days, and $110 after 36 days.

Anyone who wants to contest the citation must file a written appeal with the Noblesville City Court Clerk within 15 days of issuance; a timely appeal locks in the lower status-quo fine amount even if the appeal fails, and the Noblesville City Court hears the matter if the citation is denied rather than admitted.
