Noblesville Code of Ordinances § 131.03, UNDESIRABLE PERSONS IN PUBLIC PLACES, makes it unlawful for any person having the reputation of or known as a confidence man, thief, or felon to be found in any park, cemetery, street, alley, or other public place, or to be found pressing or elbowing his way through a crowd, or to interfere or attempt to interfere with the free passage of any person along a street, alley, sidewalk, or other public place, without being able to give a satisfactory account of himself.

The section traces to Ord. 366, passed January 19, 2014. It sits in Chapter 131, Misdemeanors, alongside § 131.02, which separately bars sleeping in public streets, alleys, parks, or other public places without the owner's or occupant's permission, and § 131.04, which bars begging on the streets. All three carry the same enforcement structure under § 131.99: a flat fine for violations of §§ 131.02 through 131.04. There is no separate curfew tied to the Riverside Cemetery loitering hours in this chapter; § 131.03 governs the general public-obstruction and undesirable-persons conduct citywide, enforced by the Noblesville Police Department on public streets, alleys, sidewalks, parks, and cemeteries.
