Noblesville Code of Ordinances § 73.01, Crossing at Right Angles, requires a pedestrian to cross a roadway at right angles to the curb, or by the shortest route to the opposite curb, whenever no crosswalk or other official traffic-control device marks the crossing. The rule sits in Chapter 73, Pedestrians, alongside § 73.02, which separately bars running, jogging, or walking in a roadway where a sidewalk exists, and allows it on a roadway without a sidewalk only if the pedestrian stays within two feet of the pavement edge and faces oncoming traffic.

Both sections carry their penalty under § 70.99, which sets a base fine of $20 if paid to the City Court Clerk within seven days of the citation. Miss that window and the fine climbs on a fixed schedule: $30 between 8 and 14 days, $50 between 15 and 21 days, $70 between 22 and 28 days, $90 between 29 and 35 days, and $110 after 36 days. A cited pedestrian who wants to contest the notice must file an appeal with the Noblesville City Court Clerk within 15 days of the issuance date; filing an appeal preserves the fine at whatever amount was due on the day the appeal was filed, on top of any court costs the City Court later imposes.

Because § 70.99's schedule expressly excludes Chapter 72 vehicle stopping, standing, and parking violations, the pedestrian crossing fine follows this track rather than the separate Ordinance Violations Bureau schedule that applies to parking tickets. The rule applies citywide wherever a street lacks a marked crosswalk or signal, from residential blocks to the courthouse square.
