Division (a) prohibits any person on a roadway outside a designated safety zone from soliciting a ride from a vehicle's driver. Division (b)(1) goes further, prohibiting anyone from standing on a highway for the purpose of soliciting employment, business, or contributions from a vehicle's occupants, which covers panhandling conducted by approaching cars stopped in traffic. The only carve-out, in division (b)(2), lets City Council authorize a permit for a charitable organization, one recognized as tax-exempt under Internal Revenue Code 501(c)(3), to solicit contributions from vehicle occupants on a highway other than a freeway.

That permit is valid for only one specified period per calendar year, and Council can restrict the locations and manner of the solicitation. This structure means unpermitted roadway solicitation for money, whether by an individual or an unauthorized group, is flatly prohibited citywide, while an approved charity gets one limited annual window under conditions Council sets.
